We are pleased to share an important update regarding the collective management of music rights in the United Arab Emirates.
The Emirates Association for Arts & Music Rights (EMRA) is the first officially licensed Collective Management Organization (CMO) in the UAE; authorized by the Ministry of Economy and the Ministry of Community Empowerment (MoCE) to administer both Musical Works and Sound Recording rights.
EMRA operates as a non-profit association governed by its members, ensuring that rightsholders are the decision makers. Our structure and operations are built on transparency, fairness, and professionalism, and fully aligned with international standards.
As a music rights organization, EMRA offers a one-stop licensing of music right and represents songwriters, publishers, performers, and record producers, covering public performance and broadcasting rights, and other optional rights.
Key highlights of EMRA’s model
Non-profit and member-governed: Rightsholders actively shape the Association’s governance and direction.
Dual-chamber structure: Musical Works and Sound Recordings managed separately, with coordinated governance ensuring transparency and balance.
Transparent distributions: Split between chambers set out in internal regulations, with clear reporting and full audit visibility.
Strong governance and accountability: With right holder oversight and regular audits from the government.
Quarterly payments: After the first year of operation.
